South Africa - Local Gov, Provinces, Municipalities: Local government was established in 1909 when the four former colonies became provinces. Each was governed by a white-elected provincial council with limited legislative powers. The administrator of each province was appointed by the central government and presided over an executive committee representing the majority party in the council. Provincial councils were abolished in 1986, and the executive committees, appointed by the president, became the administrative arms of the state in each province.
